Executive Summary

A clearing function is a gate that sits between two parties to a transaction and determines whether it settles. Whoever controls the gate’s conditions controls the outcome of every transaction that passes through it - without needing to own anything, legislate anything, or win any election. This model has been implemented across politics, finance, trade, health, environment, education, security, food, energy, and digital infrastructure - each through its own institutional channel, each using its own vocabulary, each invisible to the others. The model scales: every gate can sit inside a larger gate, and contain smaller gates within it. The same logic runs from global through regional, national, and institutional levels to the individual - each level receiving its conditions from above, each invisible from inside.

What has been built

Over 130 years, a conditional settlement architecture has been constructed across every major domain of economic life - finance (Basel capital requirements, the BIS unified ledger), environment (NGFS climate scenarios, CBAM), trade (ISO certification across thirty-one management system standards), security (FATF grey-listing), and identity (digital identity binding each individual to the system). Together, they constitute a system in which virtually every significant transaction passes through a conditional gate whose parameters were set by unelected technical bodies. The UNDP’s Digital Public Infrastructure programme extends the same architecture into the developing world. Development aid, reconstruction aid, IMF lending, and World Bank financing are all conditional on externally set benchmarks. In conflict zones, the same conditionality is installed through conditional reconstruction - Ukraine’s Dia platform, the Peace Council Template. No territory that accepts aid escapes the conditions. The conditions install the architecture.

The chain you can verify today.

The cost of your mortgage is determined by Basel capital requirements, parameterised by NGFS climate scenarios, produced by IIASA integrated assessment models. This chain runs from a modelling institute in Austria through a network of central bankers through the Basel Committee through your bank through your monthly payment - through zero elected institutions. Every link is documented through the institutions’ own publications - verify any one and the chain is visible.

Pre-design.

The architecture was specified before the problems that justify it were identified. A

1968 UNESCO conference specified the complete environmental governance framework before any COz consensus existed. A 1973 UN report specified the complete planetary surveillance system. A

229-page volume published in Berlin in September 1942 - under the title Europäische Wirtschaftsgemeinschaft (European Economic Community) - specified the complete European institutional architecture fifteen years before the Treaty of Rome, using the same institutional name and the same administrative instruments (Directives). Two of its authors stated independently that the system must be invisible to the people inside it.

Invisibility by design.

The architecture is invisible not because it’s secret but because it’s distributed across professional domains that can’t see each other. Standards experts see standards.

Financial regulators see regulation. Climate scientists see science. Each sees their own domain accurately. Nobody’s job description includes assembling the domains - and the architecture was designed this way, documented in the architects’ own words.

What’s being completed.

The BIS unified ledger specification (June 2023) proposes a single programmable platform where every transaction - domestic and cross-border - passes through a conditional gate whose parameters are set by central banks. Programmable money embeds policy conditions in the payment itself. Federated Al extends the clearing function to every digital interaction, with the EU AI Act establishing the regulatory framework. The endpoint is conditional money in your wallet - central bank digital currencies carrying SDG-derived conditions evaluated at the moment you pay, determining what you can buy, at what price, and under what terms. The conditions currently applied to sovereign lending and border transactions will extend to every individual purchase. The clearing function that currently governs banks will govern you.

What this means.

The conditions the gate evaluates against are derived from an ethic - a moral framework that makes opposition appear as opposition to human welfare itself. That ethic is converging on the Sustainable Development Goals: seventeen goals no reasonable person can oppose (end poverty, protect the planet, ensure health), encoded into 231 measurable indicators, enforced through financial conditionality - not an aspiration but the parameter set the clearing function evaluates against. Every conditional aid programme, NGFS scenario, ISO amendment, and FATF recommendation is progressively aligning with them. The ethic doesn’t need to be permanent.

It needs to be current and unchallengeable. The architecture has rotated its ethic five times since the 1930s - from national community to European solidarity to democratic peace to development to sustainability - and the clearing function settled payments the same way under each.

Power accumulates with whoever writes the conditions. The conditions are set by unelected technical bodies - the Basel Committee, the NGFS, ISO technical committees, FATF - operating outside democratic accountability. No parliament votes on the NGFS scenarios that determine capital allocation. No democratic process reaches the ISO technical committees that determine market access. The architecture operates beneath the democratic layer, at a level democracy was never built to see.

The ethic - sustainability, health, safety, inclusion - serves only as the imperative: the justification that makes the architecture feel necessary. The real power lies not with whoever declares the ethic but with whoever translates it into the standards the clearing function evaluates against. That translation - from moral principle to operational parameter - happens inside technical committees, modelling institutes, and standard-setting bodies that no electorate can reach.

The clearing function itself is migrating into artificial intelligence: Al systems increasingly perform the evaluation, checking every transaction, interaction, and output against the compiled standard at a speed no human institution can match. When the clearing function becomes computational, the translator’s power becomes total - because the standard is compiled into code that executes automatically, with no human discretion at the point of settlement.

What can be done.

The architecture governs flows it can see. Every flow that bypasses the gate - cash, local production, competitive settlement mechanisms - reduces its reach. Every computational model used to drive policy should be fully open source along with all underlying data, with no exceptions, with all changelists published, all external influence and funding subject to a full audit trail, and every model continuously scored against its predictions, with clearly defined accountability and strict enforcement for any use of computational modelling in political spheres.

Earmarked private funding of any institution whose outputs are used to set binding policy standards should be prohibited. Democratic intervention points must be inserted into every unelected institutional chain, and hard sunset clauses imposed on every emergency power.

The exits do exist. They don’t require political change. They require seeing the form.
